SPOTLIGHT: Should patients have broader health data access?

Well take it from me, the Hipaa people don't care one iota about privacy. They are refusing to investigate a full medical file loss at SSA. SSA says Hipaa applies. So yes sure, everyone should have access to everything. If it's ok to publicly loose medical information, why shouldn't a patient see and have copies of their entire file. Doctors should be writing notes for public release and people should stop spending money complying with Hippa. No rules are being enforced so why bother>?
